Install Ubuntu 17.10

I am a newbie when it comes to Linux. I attempted to install Netlogger but get the following:

Reading package lists... Done
Building dependency tree
Reading state information... Done
Note, selecting 'netlogger' instead of './netlogger_3.1.5_amd64.deb'
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
netlogger : Depends: libpng12-0 but it is not installable
E: Unable to correct problems, you have held broken packages


Why is not installable.

Hi I am kn4eck and know just what you are going through what version of ubuntu are you using zesty or one of the utter ones.. i have split my hard drive into and loaded ubuntu MATE and love it .. it was easy extraction once it downloaded.. now i am trying to figure out net logger

I got it installded but how do I tar it? I typed :"netlogger:" in the /usr/local/bin/netlogger but nothing happen
